Cost-Benefit Analysis
We specialise in benefits of competing options, both in terms of mission effectiveness and project or programme level benefits.
For effectiveness evaluation we consider how pan-DLOD inputs come together to deliver meaningful outcomes in different contexts, while for benefits evaluation we follow the core principles of Mathieson, JSP 507 and the CAAS Common Approach to Benefits Management. Uniquely, we are able to consider how effectiveness and Benefits both vary over time.
We work with CAAS experienced modellers able to access a range of knowledge and costing approaches. All work adheres to JSP 655 principles and again focuses on exploring pan-DLOD drivers.
Concept Assessment
We have over two decades experience identifying and assessing Capability Gaps, Options and Concepts in terms of cost, performance and effectiveness, from vignettes up to scenario level.
We specialise in conducting exploratory analysis using conceptual options to explore and evidence ‘sweet spots’ in contexts of interest and generate recommendations for requirements setting.
Our in-house ready-reckoner DICER is well-placed to rapidly analyse the DLOD-driven cost-effectiveness of competing concepts across multiple concepts, providing ROMs for whole-life cost and outcomes.
Business Cases
We excel in developing evidence to support Strategic, Outline and Full business cases – all in line with the needs of the MoD Generic Evidence and Specific Evidence Table (GET & SET).
Examples of our capabilities include the generation and delivery of Concepts of Analysis (CoA) and Operational Analysis Supporting Papers (OASPs), confirmation of capability need, generation of User and System level Requirements (including KURs) , development of CONUSE/CONEMP, Option definition and evaluation, pan-DLOD impact analysis, full Cost-Benefit analysis, Scaling analysis (including Land Fleet Requirement calculators), Cost, Operational Effectiveness & Investment Appraisal (COEIA) plots, Through Life Management Plans (TLMP) and analysis of Other Contributory Factors (OCFs).

Workshops and Facilitation
We have significant experience designing, running, facilitating and analysing workshops using techniques such as e-voting, Delphi, rankings, preferences, finite point allocation and effective notetaking.
Morshead workshops consider aims, timings and constraints, formats, clear questions, demonstration through examples, provision of context, moderator behaviours, dealing with disruptive participants, avoidance of biases, data gathering, data analysis and reporting.
We can provide facilitators and scribes, all of whom understand the importance of designing, rehearsing and delivering effective sessions.
Defence Lines of Development (DLODs)
Morshead has a long history of analysing DLODs, from the creation of the Pan-DLOD Assessment Framework through to our work on projects spanning Training (CTTP), Personnel, Doctrine and many equipment types, from ISR systems to Platforms and Effectors.
Our in-house tool DICER is a DLOD-driven ready-reckoner that expands the classical TEPIDOILI framework into a highly structured assessment process.
In particular we consider how DLODs affect both cost and effectiveness and take the time to work with stakeholders to build a complete picture of the problem space.
